For the Cupcakes:
1¾ cup flour
¾ cup cocoa powder
¾ cup granulated sugar
¾ cup brown sugar, packed
1¼ teaspoon baking powder
1 teaspoon baking soda
½ teaspoon salt
¾ cup buttermilk
2 eggs
⅓ cup vegetable oil
1½ teaspoon vanilla
½ cup hot water

For the Icing:
5 tablespoons butter
2 tablespoons cocoa powder
2 tablespoons milk
1½ cups powdered sugar

For the topping:
¼ cup Mallow Bits
Whipped cream
